Baseline study
In June–August 2008, the project Libraries for Innovation, implemented by the National Martynas Mazvydas Library of Lithuania, carried out a baseline study that aimed at assessment of the initial supervision indices of the project (such as increased access to IT, improved competencies of library staff, developed social benefit for individuals and communities due to IT, improved access and possibilities for the users to use IT, improved access for hard to reach groups, improved IT skills of public library users, innovations in library networks, etc.). Indices defined aim at investigating the opinions of residents of Lithuania (representatives surveys of the general public, and children, qualitative study of hard to reach groups), surveys of users of public access to internet at library and library staff, and interviews with aforementioned target groups and stakeholders on the impact of IT both in providing and using the service. The research combined both qualitative and quantitative instruments (including face-to-face and computer assisted website interviews, interviews and focus group discussions).
